& I've phoned PCC Democratic Services to query whether the deed of release has changed at all since July 2008 - the helpful woman there promised to check with the report author and get back to me with a confirmation one way or the other.

I've just read through the minutes of the 22 Sept 2008 meeting (it's all exciting work being a naturist campaigner you know!) & note that:

"the Cabinet DECIDED that:
(2)  that the deed be amended at 9.2(a) and (c) to ensure that the restriction of access be made on the advice of the appropriate body, ie the local authority, the police or the Health & Safety Executive;"

This means that if this instruction has been followed, then the Deed of Release must differ from that previously presented to the Cabinet & that PCC are being (at best) somewhat lax in not posting up the revised deed along with the report recommending granting the Deed!
